Central Government

Independent evidence for central-government technology decisions that must withstand governance, commercial challenge, audit and public accountability.

Six central-government assurance priorities supporting accountable public-value decisions.

Enigma provides client-side assurance for departments, agencies and arm’s-length bodies facing material delivery decisions. We examine the evidence beneath programme reporting before an SRO, Programme Director, Chief Digital or Information Officer, Commercial Director or assurance leader commits further funding, accepts a supplier position or authorises a major transition.

When independent scrutiny is needed

  • A programme is approaching a formal governance, investment or delivery gate.
  • Several suppliers report progress through different plans, measures or contractual boundaries.
  • A recovery plan promises a changed trajectory but the supporting evidence is incomplete.
  • Testing, data migration or cutover is being compressed to protect a public milestone.
  • A board must decide whether to continue, reset, pause or stop.
  • Internal assurance needs specialist examination beneath a wider portfolio or gateway review.

A decision-readiness review

The starting point is the decision, not a generic health score. A focused review establishes the mandate, independence boundary, evidence request and reporting route. It can cover programme viability, supplier recovery, integrated planning, quality and acceptance, migration, cutover, architecture, security and operational readiness.

Relevant services include Programme Health Checks and Recovery, Quality and Test Assurance and Data Migration and Cutover Assurance.

What we examine

  • The authority, consequence and reversibility of the decision.
  • Whether plans reconcile across client, supplier and third-party activity.
  • Whether delivery claims trace to current, attributable artefacts.
  • Supplier obligations, assumptions, exclusions and contested boundaries.
  • Quality, defect, migration and operational evidence against defined acceptance criteria.
  • Contrary indicators, unresolved dependencies and residual public-service exposure.
Six-stage proportionate central-government assurance review from decision definition to recorded action.

The decision output

The output is a concise executive assurance opinion. It distinguishes established fact from assertion, identifies material evidence gaps, gives a reasoned confidence rating and records any conditions required before approval. Accountability remains with the department.

How the engagement can be commissioned

Work can be scoped as a defined decision-readiness review, specialist examination within an existing assurance arrangement, or support delivered through an appropriate prime or commercial route. Enigma does not claim framework participation or contracting status unless it has been verified. See Public Sector Procurement and Trust for the due-diligence position.
