Independent assurance matters wherever accountable leaders must rely on delivery evidence they did not produce. Enigma works with public-sector bodies and SMEs that need a clear client-side view of technology delivery, supplier performance, programme viability, quality, migration and cutover readiness.

Enigma sits on the client’s side of the table. We do not act as an extension of the delivery supplier, and nobody assures work they directly own. Our role is to test evidence, explain confidence and uncertainty, and help the client make a defensible decision.

The organisations we support

Central Government

Central Government programmes operate within demanding governance, accountability, security, policy and supplier environments. Senior responsible owners and programme boards may receive extensive reporting while still needing an independent view of whether delivery claims are supported, dependencies are controlled and the programme remains capable of achieving its intended outcomes.

Enigma can focus assurance on a critical decision, supplier milestone, programme recovery, quality position, migration rehearsal or cutover gate. The review is proportionate to the decision and designed to complement existing governance without duplicating it.

Local Government

Local authorities often deliver essential service change with constrained internal capacity, competing operational priorities and substantial reliance on technology suppliers. Programme boards need to know whether plans, quality evidence, data migration and operational readiness are genuinely credible, particularly where disruption would affect residents, staff, revenue or statutory services.

We provide direct, evidence-led challenge for accountable officers and boards. The objective is not to add ceremony. It is to expose unsupported confidence early, make exceptions explicit and ensure decisions, mitigations and accepted risks are owned and recorded.

SMEs

SMEs may undertake a major platform replacement, supplier transition, data migration or operational change without a permanent assurance function. The supplier can manage and report its own delivery, but the client still needs someone capable of testing whether that account is complete and whether the evidence supports the next commitment.

Enigma provides focused reviews or Fractional Assurance Leadership without requiring the organisation to build a full-time multidisciplinary team. The Assurance Mandate, cadence and cost boundary are shaped around material decisions and exposure.

  • Can the board rely on supplier-generated status and forecasts?
  • Is the programme still viable, or merely continuing to consume time and money?
  • Does testing demonstrate quality, or only show that activity has taken place?
  • Can migrated data be shown to be complete, accurate and fit for operational use?

When Enigma is a strong fit

Our work is most useful where the client has an important decision, material delivery exposure and a genuine need for independent evidence. Typical triggers include a contested supplier status, repeated reforecasting, a new SRO or programme board, a recovery proposal, an acceptance milestone, weak quality evidence, migration uncertainty or an approaching cutover.

Enigma is also appropriate where internal teams have relevant expertise but cannot independently assure controls they designed or delivery they own. We can provide a focused outside conclusion while preserving accountability with the client.

How we work with clients

The engagement begins with the decision, not a generic assessment. Using the approach described in How We Assure, we clarify the mandate, decision date, delivery boundary, stakeholders, supplier landscape, available evidence and conflicts of interest.

  1. Define the decision. Agree what the accountable client must decide and what evidence would justify confidence.
  2. Set the independent boundary. Separate assurance from delivery ownership and declare any conflicts.
  3. Request proportionate evidence. Focus on source records capable of supporting the claims being made.
  4. Apply multidisciplinary challenge. Combine programme, quality, agile, architecture, migration and cutover expertise where needed.
  5. Report for action. State the conclusion, confidence, uncertainty, conditions and required closure evidence.
