Independent assurance gives client leadership a reliable view of whether technology delivery is controlled, evidenced and capable of achieving its intended outcome.
Enigma provides focused advisory services across programme governance, supplier delivery, quality, testing, migration, cutover and recovery. Each engagement is designed around the decision the client must make and the evidence required to support it.
The problem
Clients remain accountable for technology outcomes even when suppliers own most of the delivery. Programme boards must decide whether to continue funding, accept a phase, rely on a recovery plan or authorise go-live, often using information produced by the same delivery chain being judged.
The control gap
The gap is an independent client-side capability that can examine delivery across programme control, supplier performance, architecture, quality, migration and operational readiness. Assurance must have direct access to evidence, a route to client governance and a strict boundary preventing any practitioner from assuring work they directly own.
Enigma provides that capability through focused services that can be commissioned individually or combined around a material decision. The governing method is described in How We Assure.
One principle governs every service
Enigma sits on the client’s side of the table. We do not combine delivery ownership with independent assurance over the same work.
Advisory services
Independent Delivery Assurance
Client-side scrutiny of overall delivery confidence, controls, evidence, dependencies and readiness.
Programme Health Checks and Recovery
An objective baseline for programmes that need clarity, intervention or a controlled route back to confidence.
Quality and Test Assurance
Independent assurance of supplier testing, SIT, UAT, non-functional testing, defects and quality governance.
Supplier Delivery Assurance
Evidence-led challenge of supplier plans, claims, obligations, recovery commitments and cross-supplier boundaries.
Data Migration and Cutover Assurance
Independent examination of reconciliation, rehearsal, operational readiness, rollback and go/no-go evidence.
Fractional Assurance Leadership
Senior client-side assurance capability without establishing and retaining a permanent internal function.

How Enigma works
- Frame the decision: define what governance is being asked to approve, accept, fund or stop.
- Establish the mandate: confirm scope, independence, access to evidence and reporting route.
- Set the evidence threshold: identify what must be demonstrated and which criteria apply.
- Examine the position: test records, reconcile workstreams and challenge accountable owners.
- Conclude: distinguish evidence, assumption, residual exposure and unsupported claim.
- Verify: close findings only when corrective evidence demonstrates effective control.
Evidence required
The evidence set is proportionate to the decision. It may include contractual obligations, accepted scope, integrated plans, dependencies, governance records, supplier deliverables, architecture decisions, test evidence, defects, migration reconciliation, cutover rehearsal, operational readiness and accountable risk acceptance.
Incomplete, stale or untraceable evidence is reported as a limitation. Assurance does not replace missing evidence with professional confidence or optimistic narrative.
What clients receive
- A clear Assurance Mandate linked to an actual governance decision.
- Separation between evidenced facts, assumptions, risks and unsupported claims.
- Material findings stated with consequence, ownership and required action.
- An explicit view of residual exposure and delivery confidence.
- Verification that findings are closed through evidence rather than promises.
Choosing the right service
- Choose Independent Delivery Assurance when governance needs one integrated confidence position.
- Choose Supplier Delivery Assurance when supplier claims, obligations or recovery commitments require independent challenge.
- Choose Programme Health Checks and Recovery when viability, control or forecast credibility is in question.
- Choose Quality and Test Assurance when solution quality, test coverage or acceptance evidence is weak.
- Choose Data Migration and Cutover Assurance when data fitness, transition or operational readiness drives risk.
- Choose Fractional Assurance Leadership when continuing senior assurance is required without permanent internal headcount.
Decision value
Each service is designed to leave the client with a defensible position: what has been demonstrated, what remains uncertain, what conditions must be met and what consequence follows from proceeding. Findings are connected to owners, actions and verification evidence rather than left as advisory observations.
Engagement route
Discuss the decision that requires assurance. Initial scoping should identify the delivery context, decision date, ownership boundary, available evidence and consequence of an unsupported decision.

Commission judgement, not additional reporting
The purpose of every engagement is to improve the client’s ability to make and defend a delivery decision.
