Independent assurance gives client leadership a reliable view of whether technology delivery is controlled, evidenced and capable of achieving its intended outcome.

Enigma provides focused advisory services across programme governance, supplier delivery, quality, testing, migration, cutover and recovery. Each engagement is designed around the decision the client must make and the evidence required to support it.

The problem

Clients remain accountable for technology outcomes even when suppliers own most of the delivery. Programme boards must decide whether to continue funding, accept a phase, rely on a recovery plan or authorise go-live, often using information produced by the same delivery chain being judged.

The control gap

The gap is an independent client-side capability that can examine delivery across programme control, supplier performance, architecture, quality, migration and operational readiness. Assurance must have direct access to evidence, a route to client governance and a strict boundary preventing any practitioner from assuring work they directly own.

How Enigma works

  • Frame the decision: define what governance is being asked to approve, accept, fund or stop.
  • Establish the mandate: confirm scope, independence, access to evidence and reporting route.
  • Set the evidence threshold: identify what must be demonstrated and which criteria apply.
  • Examine the position: test records, reconcile workstreams and challenge accountable owners.
  • Conclude: distinguish evidence, assumption, residual exposure and unsupported claim.
  • Verify: close findings only when corrective evidence demonstrates effective control.

Evidence required

The evidence set is proportionate to the decision. It may include contractual obligations, accepted scope, integrated plans, dependencies, governance records, supplier deliverables, architecture decisions, test evidence, defects, migration reconciliation, cutover rehearsal, operational readiness and accountable risk acceptance.

Incomplete, stale or untraceable evidence is reported as a limitation. Assurance does not replace missing evidence with professional confidence or optimistic narrative.
